Provably fair is a cryptographic guarantee with narrow scope. It proves the outcome of one bet was generated from a seed pair the operator committed to before the bet was placed. That is the entire claim. It does not prove the seed pair was generated by a fair process. It does not prove the operator did not select among many committed seeds. It does not prove the RTP advertised matches the implementation. Most casino sites treat provably fair as marketing copy. We treat it as math, and where the math is incomplete, we say so. Same posture applies to chain analysis, tax frameworks, and DeFi protocol claims. The conclusion is only as strong as the scope statement under it.
